11.   These are the basic things you should know to have prepare for basics of Customs Broker Exam.

Emerging Trends in Customs Broker Rule-6 Examination



Customs Broker Examination which is also known as CBLR Rule 6 Examination, now changing its trends more frequently from 2017, since then new experiments being done in conduction the Examination, well before 2017 there was a set pattern and even division of marks, There were 6 question of 20 Marks (Sub questions was also there, dividing a question into sub-questions of 4 or 5 marks), out of which you need to attempt 5 questions.  This set pattern makes a person predict the questions which had the probability of been asked and preparation was relatively easy.

The Examination of 2018 was the toughest one as compared to any other previous years subjective Examinations, since it has all the odd questions from topics  which had never been asked in recent previous years.

From 2019 entire system of Examination was changed. Examination agency was changed from Director General of Performance Management (DGPM) to National Academy of Customs Indirect Taxes and Narcotics (NACIN) , the notable change was going ONLINE mode in place of subjective mode of examination. The Scheme of the examination changed, now candidates  need  to take on   Multiple Choice Questions (MCQ) type instead of writing answers in manual mode. It was a sign of relief to candidates who had not in practice of writing for years because of excessive use of computer and mobile phones. Customs Broker Licensing Regulations was promulgated in 2018 however syllabus of CBLR Examination remained same as previous.

Opting an online examination may have two goals of Authorities conducting examination, as it is believed that they want it to be tougher, and secondly their aim may be that Tech-Savvy people should only come forward for the examination. The first objective was defeated because, 2019, Ruel-6 Written Examination  was too easy  and the pass percentage was the highest of all time. Whereas it may have resulted  too many pass candidates in a single year, department have curtailed the list in the personal interview,   resulting  passing of only 36 candidates in the  toughest interview of all time.

The Examination of 2019 was the easiest one without any negative marking  as compared to any other previous Examinations, since it was the first online mode Examination, hence question paper was set  easy. Candidates were at ease choosing among four alternatives provided in the Examinations. The level of the questions was very basic and based on practical experience too, hence if somebody have a rough idea of core things he could have answered the questions. In total there were 150 questions for 2 marks each counting for  300 marks, and candidates need to secure 60 percent minimum counting for  180 marks in order to qualify the examination and as many as more than 250 candidates could have secured the seat in written examination.
  
Although the aim of making the examination tougher, was not meet out.  NACIN the examination  Authority decided to implement the idea of negative marking, in CBLR 2020 Rule 6 examination. In the modified new system and scheme of marks  aspirant will get positive three marks for each right answer and will have to lose minus one mark for each wrong answer.  This came out to be a disastrous thing to the candidates resulting many of them failing . The result of written Examination  of CBLR Rule 6 , 2020 was the worst of all time only 128 candidates from all over India could pass.  Because of the under mentioned reasons:

*    The First and foremost reason of failure was of course introduction of negative marking  system in the Examination, candidates was not well prepared to take on negative marking , and could not limit themselves to go for only questions  in which they feel confident enough.

*     Some candidates were over confident and tried to attempt more than their intellectual capacity. And few eligible candidates from the trade , who have practical knowledge of years were in the conviction that they are unbeatable because of their experience of years.

*    The standard of question paper was harder relatively , because of similar  looking alternative in the options for the question.

*    Questions were asked from the practical aspect of the trade,  resulting many professionals failed the examination.

*    Lack of conceptual understanding of provisions of Customs Act, EXIM Policy, Allied Acts , CBLR etc was also  a reason.

*    Direct questions  were not asked instead of application of provisions of Customs Act and Allied Laws were asked in the examination,  whereby many people were failed to apply their common sense to solve the questions.
*    The Question paper was not evenly distributed among all topics, Export Promotion Schemes and export provisions with their practical aspect has given more emphasis in comparison to other topics.  
It is assumed that the Examination of 2021 will likely to be easier than 2020 Examination but nothing can be taken as fore granted.  For right approach and smart study you can contact our institute for securing your positive result.
